Bluffdale council to decide Chapel Row: 20 lots, a farm, and a stand open 120 days a year
Bluffdale's council takes up Chapel Row on Nov. 18: 20 houses and a 6.2-acre farm with a seasonal produce stand on 15.72 acres, built under a development agreement instead of a rezone.

BLUFFDALE — The City Council has set a public hearing for Wednesday, Nov. 18, on the Chapel Row development agreement, Ordinance 2026-27, covering 20 single-family lots and an agricultural preservation parcel with a seasonal produce stand on 15.72 acres at 3515 West 13800 South 1.
The hearing begins at 6 p.m. at Bluffdale City Hall, 2222 West 14400 South, and is one of five land-use hearings noticed for that meeting 1. Written comment goes to councilmeetingcomment@bluffdale.gov with "Chapel Row" or "Ordinance 2026-27" in the subject line before 4 p.m. on Nov. 18 1.
**A deal instead of a rezone**
The application, 2026-26, arrived on Aug. 10 with Bluffman LLC named as owner and Brett Lovell, Garrett Schmidt and Howard Schmidt as applicants 2. The property stays zoned R1, where the code requires a one-acre minimum lot, and the General Plan contemplates less than one dwelling unit per acre 2. Rather than amend the land-use map and the zoning map, the parties negotiated a development agreement that sets its own standards for the site 2.
Lots on the concept plan run from 14,000 to 27,173 square feet at a net density of 1.27 dwellings per acre 2. The staff report tabulates what the agreement changes against R1: lot width from 125 feet to 85, the front setback from 30 feet to 25, the interior side setback from 20 feet to 10, the rear setback from 30 feet to 20, lot coverage from 40% to 45%, and shared driveways from a 25-foot right of way to 20 2.
The other 6.2 acres would stay in agricultural use and could carry a farm stand selling produce, honey and baked goods, with seasonal activities — a corn maze, pumpkin patch, hayride or Christmas tree lot 2. Temporary uses are normally limited to 30 or 40 days a year; the applicant is asking for 120 calendar days 2. A site plan, a temporary use permit, a business licence and a building permit would still be required 2.
Access would come from a new public street joining 3600 West east of Wasatch Vista Drive, with a temporary turnaround at the south end where a connection to the anticipated 14000 South extension is planned 2. The developer would dedicate the right of way the city needs at the 3600 West and 13800 South intersection; the transportation plan classes 3600 West as a minor collector and 13800 South west of it as a major collector 2. A precast concrete wall is proposed along the lots abutting 3600 West, a vinyl fence between the houses and the farm, and street trees along 3600 West that the city would maintain while abutting owners irrigate them 2. Secondary water shares for the residential portion would be dedicated to the city as the code requires, while the shares serving the farm stay with the farm — a split the engineering department supports 2.
**Where it has been**
The council discussed the agreement in a work session on Sept. 23, 2026, with the developer and staff 3. The Planning Commission held its public hearing on Nov. 4 as item 8 of a five-hearing agenda 24.
The staff report says the city had received no public input when it was written, and the packet attaches one comment logged on Oct. 29 from Tyler Stoker, who wrote that his primary concern was "the proposed lot sizes and overall density of the development" and asked what the property's zoning was and whether exceptions were being requested 2.
**What happens next**
If the council adopts the agreement, the applicant would still need a subdivision plat, a site plan, a temporary use permit, a business licence and building permits; the commission is the land use authority for major site plans and preliminary plats, and the zoning administrator decides temporary use permits 2. The same meeting takes up four other land-use questions, including a General Plan and zoning map amendment for 1.03 acres at 14595 South 1515 West and a text amendment allowing energetic materials operations in the light industrial zone 15.
