Bluffdale planners set three Oct. 7 hearings, from an infill rezone to an "energetic materials" use

BLUFFDALE — Three land-use questions come before the Planning Commission on one night, Wednesday, Oct. 7, 2026, with public hearings set to begin at 6 p.m. at Bluffdale City Hall, 2222 W. 14400 S 123.

The first is a zoning map amendment for about 1.03 acres at 14595 S 1515 W, asked to move from the R1 residential zone to R4 with an Infill Overlay 1. In the city's own lot standards, R1 carries a minimum lot of 43,560 square feet, an acre, while R4 carries 10,000 square feet, about a quarter acre 4. The same table notes that the R4 minimum applies "unless as otherwise approved with an applicable Infill Overlay" under Section 11.110.030 of the city code 4. The notice does not say how many lots the request would create, and it names no applicant; the city's associate planner, Ellen Oakman, is the contact 1.

The second hearing covers accessory dwelling units. Application 2026-29, filed by the city itself, would amend Chapter 2.10 of the city code to update the Planning Commission's own policies and procedures, and Chapter 11.340 to reduce the off-street parking the city requires for a detached accessory dwelling unit smaller than 650 square feet and to allow an existing accessory building to be converted into a detached ADU 2. The notice says both changes follow "changes adopted in SB 284" 2. A council packet in another Utah city, written to bring its own code into line with the same law, describes it as requiring cities to permit a detached ADU on a lot of at least 11,000 square feet that holds a single-family home, limiting the parking a city may require for one, and taking effect Oct. 1, 2026 6. The third would write a new use into the city's industrial rules. Application 2026-27, from the applicant Vector, asks the commission to define "Energetic Materials Operations" in Chapter 11.20, enact Section 11.160.330 setting out requirements for those businesses, and allow them as a permitted use in the Light Industrial (I-1) zone 3. The notice does not say what materials the definition would cover, what the requirements would be, or where in the zone such a business could locate 3.

On each item the commission's part is a recommendation. The city code says the Planning Commission prepares and recommends zoning and the City Council adopts the official zoning map after its own public hearing 4, and the commission's April 2025 minutes on the residential-zone rewrite record the same two-step for a text amendment, a public hearing and a recommendation taken at the commission 5.

For the two text amendments the city asks that emailed comment arrive before 4 p.m. on Oct. 7 so the commission has it in advance; the rezone notice sets no such cutoff 123.
