Draper planners recommend against the 8-acre business park rezone, and approve three other requests

Draper's Planning Commission voted against recommending a rezone of 7.71 acres at 267 W. 11915 S. for business park use, and approved three of the four other requests before it Oct. 8.

DRAPER — The Draper City Planning Commission gave a negative recommendation on Oct. 8 to a request that would move 7.71 acres at approximately 267 W. 11915 S. from single-family residential zoning to a business and manufacturing park designation, the city's posted meeting recap shows 1.

The request came from Troy Dana, representing Forest Corporation, and carried two application numbers: 2026-0086-MA for the land use map amendment and 2026-0091-MA for the zoning map amendment, according to the Planning Commission's Oct. 8 agenda and packet 2. The packet's Development Review Committee memo places the property at the southwest corner of 11915 S. and Lone Peak Parkway, zoned R3 with a 13,000-square-foot minimum lot size, at 7.71 acres, or about 88,427 square feet 2. The memo describes the applications as a request to change the land use designation from Residential Medium Density to Business & Light Manufacturing and the zoning designation from R3 to CBP "to allow for future commercial development of the site," and identifies the parcel as Lot 5 of the Draper APA Subdivision 2.

The memo lists findings both for and against. Among the findings for denial: the proposed land use map amendment "is not consistent with goals, objectives, and policies of the city's general plan," is not harmonious with the character of existing development near the property, and does not comply with DCMC Section 9-2-020(F), which the memo pairs with the statement that "the legislative body may reject any amendment to the general plan land use map that the legislative body considers appropriate" 2.

The hearing was set for 6:30 p.m. in the City Council Chambers at Draper City Hall, 1020 E. Pioneer Road, under a notice dated Sept. 24 and attested by City Recorder Nicole Smedley, with questions directed to staff contact Nick Whittaker 3. The Ledger reported on Sept. 29 that the notice stated no size for the parcel, no intended use and no council hearing date 5. The recap graphic published on Oct. 12 carries the acreage and the recommendation 1.

The commission approved the three other public hearings on the agenda 1.

A home occupation conditional use permit for Audio Wizard AV was approved, on the application of Dustin Reese, for 1.05 acres at approximately 386 W. Redberry Rd. in the RA1 zone, described in the packet as Lot 237 of the Greenfield Farms No. 2 subdivision, to operate a home office providing home and business technology system installations 12.

The Draper TOD Fourth Amended Plat was approved, on the behalf of Alan Argyle, representing ICO Multifamily Holdings, LLC, and Amro Al-Nimri, representing Ivory Innovations and CTA Draper, LLC. It covers approximately 18.07 acres at approximately 593 W. Vista Station Blvd. in the Transit Station District, and the packet describes it as reconfiguring existing subdivision lots to match current property ownership deeds and relocating public utility easements along the new lot lines 12.

A parking deviation for the Pony Express Center was also approved, on the behalf of Marina Miles of Rio Management Group, representing MKH Properties Co., LLC, for approximately 3.38 acres at approximately 12896 S. Pony Express Rd. in the CBP zone, to allow the center's current and proposed tenant mix to operate with the existing on-site parking 12.

The fifth hearing was continued to a date uncertain. The 136 Center CSD text amendment covers approximately 3.46 acres at approximately 13697 S. 200 W., on the request of John Bankhead, representing AREP III DD Land Owner, LLC, and would amend DCMC Section 9-18-010, article L, the 136 Center Commercial Special District, to permit residential uses and residential development standards there 12.

Because the Duffin request is a legislative item, the commission could only recommend approval or denial and the City Council would cast the final vote, the Draper Herald reported on Oct. 6 4. No City Council hearing date for the request appears in the city's notices or on the commission's recap 13.
