Draper's Oct. 20 agenda carries an RV parking rule and a crosswalk follow-up

Draper's council meets Oct. 20 with an RV parking rule, last amended in February, on the table, and a follow-up on crosswalk concerns near American Preparatory Academy.

DRAPER — The Draper City Council meets Tuesday, Oct. 20, with the city's residential RV and trailer parking rule and a follow-up on pedestrian safety concerns along Lone Peak Parkway on the agenda, the Draper Herald reported 1.

The council's study meeting begins at 5:30 p.m. and the business meeting at 7:00 p.m. at Draper City Hall, 1020 E. Pioneer Road, according to the city's event listing for the meeting 2.

On parking, the Herald reports that Draper City Code Section 9-25-050(G) requires recreational vehicles, boats, trailers and motor homes in residential zones to be parked behind the front wall plane of the primary structure, which in practice keeps an RV or boat out of the section of driveway forward of the house 1. The Herald reported that a resident asked the city to reconsider the restriction and that the agenda does not name the resident 1. The Herald also reported that the council has not yet said whether it will vote on an ordinance change, direct staff to draft one or hold a broader discussion 1.

The current section descends from this year's residential parking ordinance. A notice of ordinance adoption published Feb. 19 states that the council adopted Ordinance #1704 on Feb. 17, amending the text of title 9 of the Draper City Municipal Code relating to residential parking requirements 3.

Draper's code compliance office lists RV and boat parking among the violations it reports as common, alongside overgrown weeds, parking on the sidewalk, prohibited signs, encroachment, parking on front and side lawns, and parking on vacant lots 4.

On pedestrian safety, the Herald reports that residents and children from the Bricker Haven neighborhood asked the council at its Oct. 6 meeting to install safer crosswalks and lower speed limits near American Preparatory Academy on Lone Peak Parkway, and that the Oct. 20 agenda lists a follow-up on those concerns 1. The Herald reported that no city staff report or traffic study addressing the concerns had been released ahead of the meeting 1.

The city's own record of the Oct. 6 meeting lists a public comments item without recording any comment, and states that the document does not constitute the meeting minutes and that final minutes will be available once the council adopts them 6.

The city's record also connects Lone Peak Parkway to a road project. On Aug. 4 the council adopted Resolution #26-38, which authorizes the filing of an eminent domain action to acquire real property for the improvement of the Lone Peak Parkway Project 5. The resolution finds that the city negotiated to buy the property at just compensation, that the owners refused the offer, and that Utah Code section 78B-6-501 authorizes a municipality to take real property by eminent domain for roads and for bicycle paths and sidewalks adjacent to paved roads 5.

The city's meeting calendar also lists a Historic Preservation Commission meeting on Oct. 21, a Planning Commission meeting on Oct. 22 and the next City Council meeting on Nov. 10 7.
