Draper planners set Nov. 19 hearing on a four-story office building at Wadsworth Exchange

The last empty lot in Draper's Exchange at 140th office park comes back to the Planning Commission on Nov. 19, seven years after a building approved for the site was never built.

Automated reporting, from the sources cited below. How this paper is made.

DRAPER — The Planning Commission will hold a public hearing Thursday, Nov. 19, 2026, at 6:30 p.m. in the City Council Chambers at Draper City Hall, 1020 E. Pioneer Road, on a site plan for a four-story office building at approximately 14068 South 145 East 1.

The notice states that the purpose of the request is "to obtain approval of a new office building," and gives no square footage, height, parking count or number of tenants 1. The parcel is 2.15 acres, zoned CR, regional commercial, and is Lot 102 of the Wadsworth Corporate Center Amendment Subdivision Plat — the last vacant lot in the Exchange at 140th development, west of Bangerter Parkway 2.

**A site plan that expired unbuilt**

The lot received site plan approval for an office building in 2019, known as the Exchange at 140th Building C Site Plan, according to the staff report the commission heard in September. That approval expired without any building being constructed on the property. A portion of the parking lot and drive aisles was installed with the earlier development of the overall site 2.

**The agreement that set the envelope**

The commission recommended approval of a development agreement for the lot on Sept. 10, 2026, on a 5-0 vote, and the City Council adopted it as Ordinance 1738 on Sept. 15 on a unanimous roll call, with Councilmember Mike Green excused 23.

The agreement, application 2026-0195-DA, on the request of the Woodbury Corporation, grants six deviations from the Land Use and Development Code 2:

- Building height of 60 feet, where the CR zone allows a maximum of 45 feet. The concept elevations in the agreement show a building 57 feet tall; the staff report says the applicant asked for 60 feet to allow fine-tuning of the final design 2. - Precast tilt-up concrete, EIFS and corrugated or ribbed metal panels as primary materials, which the code lists as secondary materials and, for corrugated sheet metal, does not allow 2. - Façade variations matching the existing buildings in the park rather than the code's horizontal and vertical standards 2. - Tree diamonds in the parking lot and no landscape islands between head-to-head parking rows 2. - A parking range of plus or minus 25 percent of the base number, where the code allows 10 percent. The base is 4 stalls per 1,000 square feet of gross floor area, and the applicant did not ask to change it 2. - Concurrent review of the site plan and building permit, after the site plan is submitted, the first review round is complete and corrected drawings are resubmitted. The agreement does not allow a building permit to issue before site plan approval 2.

The park has five office buildings; four comply with the 45-foot limit. Building F received a conditional use permit in 2008 for a building up to 56 feet 6 inches, and the staff report says additional height is no longer allowed by that route 2. The concept in the agreement shows a 38,669-square-foot building 2. The staff report also states that the expected tenant is a project approved by the Governor's Office of Economic Development 2.

**What the commission is being asked for now**

The Sept. 15 ordinance approved the terms, not a building. The staff report describes the agreement as covering the development of "the currently vacant site as an office building," and the design itself — elevations, parking layout, landscaping — is what the Nov. 19 site plan fixes 2.

The agreement went to the commission, then the council; the city posted the site plan notice on Nov. 5 13.

**What happens next**

The hearing is before the Planning Commission, and the notice names Community Development Director Jennifer Jastremsky as the contact, at jennifer.jastremsky@draperutah.gov or 801-576-6328 1. A copy of the notice is posted at City Hall, on the city website and on the Utah Public Notice Website 1. Requests for special accommodations go to City Recorder Nicole Smedley at (801) 576-6502 at least 24 hours before the meeting 1.
