BLUFFDALE — The City Council will hold a public hearing Wednesday, Nov. 18, on the city's intent to dispose of about 0.032 acres of real property at approximately 14471 S 1690 W, a notice issued under Utah Code 11-1-203 that names the City of Bluffdale as the requester 1.
The hearing begins at 6 p.m. at Bluffdale City Hall, 2222 West 14400 South, where the council will take comment in person, by email to councilmeetingcomment@bluffdale.gov or by mail to associate planner Ellen Oakman 1.
**How the parcel got here**
The acreage is the remnant of a street vacation that came before the council on Aug. 26 as Ordinance 2026-15. Court and Kimberly Dymock asked the city to vacate 1,396.51 square feet — the same 0.032 acres — of City-owned right of way next to their property at 14471 S 1690 W 23. The staff memo dated Aug. 19 says the Dymocks intend to subdivide their adjacent 0.62-acre lot and want to buy the vacated right of way at fair market value, an acquisition the memo said could require a further disposition and surplus hearing before the council depending on the property's value 2.
The same packet carried Ordinance 2026-14, which amended Chapter 7.50 of the city code on the disposition of real property 2. The noticing requirements for a street vacation are set out in the staff report, not in the hearing notice: 10 days' notice, including Class A notice, mailed notice to property owners and affected entities, posting on or near the right of way, publication in a newspaper and posting on the Utah Public Notice Website 2. The hearing notice itself announces the Aug. 26 hearing, the location, the participation options and the subject "Street Vacation," and states none of that 3.
**The engineering behind it**
Staff's analysis says 1690 West is currently classified as a major collector but will be recommended for downgrade to a minor collector in the next Transportation Plan update, scheduled for later in 2026, and that the engineering department has developed a modified cross-section for the road 2. If the lot is subdivided, the applicant would have to dedicate about 15 feet of additional right of way along 1690 West to the city to meet its requirements 2. The staff report's findings of approval rested on the property no longer being needed for public street purposes 2.
The Nov. 18 notice does not state a sale price, the buyer or the terms the council will consider; it states only the acreage, the location and the statutory basis for the hearing 1.
