Riverton planners set Oct. 22 hearing on fencing rules and the general plan's transportation element
Riverton's Planning Commission hears four items Oct. 22, two of them the city's own proposals: a fencing amendment to the land-use code and changes to the transportation element of its general plan.

The Riverton City Planning Commission will hold a public hearing on Thursday, Oct. 22, at 6:30 p.m. in the Riverton City Municipal Building at 12830 South Redwood Road on four items: a commercial site plan amendment, a conditional use for an in-home daycare, a fencing ordinance amendment and changes to the Transportation Plan Element of the city's general plan 12.
The transportation item is the legislative step in a planning process the city has been running since 2025. Riverton is replacing both its Transportation Master Plan and its Active Transportation Plan, and the city's project page, in a May 2026 update, describes the work as being "in the final engagement stage," guided by "a data-driven approach, using information such as vehicle speeds, crash history, and travel patterns" 3. The page lists the online comment map of unfunded, identified projects — the last engagement step it describes — as accepting comments through June 17, 2026 3. The Oct. 22 notice identifies the item as PLZ-26-5009 and describes it as proposed changes to the Transportation Plan Element of the general plan 12.
The fencing amendment, PLZ-26-5010, proposes changes to Riverton City Code Title 18, Land Use and Development, regarding fencing 12. Fencing standards sit in Chapter 18.155 of the code, and the council adopted language for the RM-6 zone in September 2025 requiring all fencing to comply with that chapter and requiring properties abutting an existing multifamily or commercial zone to install fencing compliant with RCC 18.155.080 4.
The other two items are applications. "Burger King Remodel," PLZ-26-8029, filed by Brian Russell, seeks to amend an existing commercial site plan at 3813 West 13400 South 12. "Snuggle Bug Daycare," PLZ-26-2050, filed by Kylie Kennedy, seeks a conditional use permit for a home occupation — an in-home daycare — at 3568 West New Private Drive 12. The city's planning FAQ says a conditional use home occupation is the route for a home-based business that neighbours can see, such as one with an employee, customers or students coming to the home, that it is governed by Riverton City Code 18.190, "Home Occupations," and that it may require a hearing before the Planning Commission 5.
The Oct. 22 hearing is the second round of code and land-use work at the commission this fall. On Oct. 8 the commission heard an amendment to Title 18 on residential facilities, a conditional use for a home occupation making wood crafts from a garage on West Roy Lane, a Walmart site plan amendment adding electric vehicle charging stations at 1202 West 12600 South, and a rezone of 3.96 acres at 12007 South Reeves Lane from A-5 to R-3 6. The City Council holds its own hearings on two further code changes on Oct. 20 — amendments to the Table of Commercial Uses in Title 18, Chapter 90, and to sign code sections 18.150.040, .090 and .120 regulating window signs and coverings 7.
Written comments must be submitted by 5 p.m. on the day of the Oct. 22 hearing to planning@rivertonutah.gov or by phone to 801-208-3149; the city says a staff report will be posted on its website before the meeting and that audio and video will be broadcast live 12.
