Draper council sets Nov. 17 hearing on 12430 S. 700 East rezone and five-lot agreement

Draper's City Council takes up the 12430 S. 700 East rezone on Nov. 17, five days after the Planning Commission hears the same two requests it first endorsed in July.

Automated reporting, from the sources cited below. How this paper is made.

DRAPER — The City Council will hold a public hearing Tuesday, Nov. 17, 2026, at 7 p.m. in the City Council Chambers at Draper City Hall on a zoning map amendment and a development agreement for property at approximately 12430 S. 700 East 1.

The notice, dated and attested Nov. 5 by City Recorder Nicole Smedley, describes two requests: a rezone from RA1, residential agricultural with a 40,000-square-foot minimum lot, and RA2, with a 20,000-square-foot minimum, to R4, single-family residential with a 10,000-square-foot minimum; and a development agreement "to allow the property to develop with specific setback, landscaping and fencing standards in conjunction with a rezoning application" 1.

Five days earlier, on Thursday, Nov. 12 at 6:30 p.m., the Planning Commission holds its own hearing on the same two requests, under a notice dated Oct. 29 2.

**Three votes and two deferrals**

The commission recommended approval of the rezone on July 9, 2026, on a 5-0 vote, according to the city's project record 4. The City Council took the rezone up as Ordinance 1735 at its Aug. 4 meeting, held a public hearing and then voted 5-0 to continue the item to a date uncertain 3.

The development agreement then went to the commission on its own. This paper reported on Oct. 30 that the agenda for the Oct. 22 meeting listed the agreement as a legislative item and stated it was "being continued to a date uncertain," and that a city notice dated Oct. 8 described the agreement as one that would "allow the development of the property into five lots with a private roadway," filed in conjunction with the July 9 rezone 5.

**What the file shows about the parcel**

The commission's file puts the parcel at 1.67 acres on the west side of 700 East, application 2026-0103-MA, on the request of Peter Gamvroulas of Ivory Homes, representing JDAWS Rentals, LLC, according to this paper's Oct. 30 report 5. The staff report for the July 9 hearing gives the acreage as approximately 72,745 square feet and states that the three properties involved are part of the Draperville subdivision, which the report says was originally recorded in 1873 6.

The same staff report states that three single-family homes stand on the site, built in 1887, 1941 and 1941, and its adjacent-zoning table lists R4 to the east, RA2 to the west, RA1 to the north and RA2 to the south 6.

The city's project record lists the application under the title "12430 S. 700 East Zoning Amendment," with the applicant as Peter Gamvroulas (Ivory Homes), the status as continued, and the last vote as the Planning Commission's 5-0 approval on July 9 4.

**What the notices do not say**

Neither the Nov. 5 council notice nor the Oct. 29 commission notice states the acreage, the number of lots, or how the setbacks, landscaping and fencing in the agreement would differ from the R4 standards 12. Both give the same two-sentence description of the request and name Maryann DeHaven of Community Development as the contact, at (801) 576-6391 12. The July staff report gives the same number for Maryann Pickering as staff contact 6.

**What happens next**

The commission makes a recommendation on a zoning map amendment; the City Council decides it. The council's Nov. 17 hearing is the first council hearing on the property since the Aug. 4 continuation 13. Requests for special accommodations go to Smedley at (801) 576-6502 at least 24 hours before the meeting 12.
