Draper planners to weigh 12430 S. 700 East rezone and five-lot agreement Nov. 12
Draper's planners endorsed this 1.67-acre rezone 5-0 in July, the City Council put it off in August, and the five-lot development agreement was pulled in October. Both return to the commission Nov. 12.

DRAPER — The Draper Planning Commission has set a Nov. 12, 2026, public hearing on two requests for 1.67 acres at approximately 12430 S. 700 East: a zoning map amendment from two residential-agricultural zones to single-family residential, and a development agreement for a five-lot subdivision with a private roadway 12.
The hearing begins at 6:30 p.m. in the City Council Chambers at Draper City Hall, 1020 E. Pioneer Road. The notice is dated Oct. 29, 2026, and is attested by City Recorder Nicole Smedley 13.
**What the two requests ask for**
The zoning map amendment would move the property from RA1, with a 40,000-square-foot minimum lot, and RA2, with a 20,000-square-foot minimum, to R4, single-family residential with a 10,000-square-foot minimum 13.
The development agreement would "allow the property to develop with specific setback, landscaping and fencing standards in conjunction with a rezoning application" 1. An earlier notice, dated Oct. 8, described the agreement more fully: it would "allow the development of the property into five lots with a private roadway," filed "in conjunction with a previous request to rezone the property considered by the Planning Commission on July 9, 2026" 4.
Neither the Oct. 29 notice nor the public-notice handout attached to it states the acreage or how the setbacks, landscaping and fencing would differ from the R4 standards 13. The acreage comes from the commission's own file: 1.67 acres on the west side of 700 East at approximately 12430 South, application 2026-0103-MA, on the request of Peter Gamvroulas of Ivory Homes, representing JDAWS Rentals, LLC 56.
**Three votes and two deferrals**
The commission recommended approval of the rezone on July 9, 2026, on a 5-0 vote, according to the meeting record 6. The staff report in the July 9 packet states that three single-family homes stand on the site, built in 1887, 1941 and 1941, and lists the surrounding zoning as R4 to the east, RA2 to the west, RA1 to the north and RA2 to the south 5.
The City Council took the rezone up as Ordinance No. 1735 at its Aug. 4, 2026 meeting, held a public hearing on it, and then voted 5-0 to continue the item to a date uncertain 7.
The development agreement then went to the commission on its own. The agenda for the Oct. 22, 2026 meeting listed the agreement as a legislative item and stated that it was "being continued to a date uncertain" 8. That agenda repeated the acreage and the applicant, and named Maryann DeHaven as the staff contact.
The Oct. 29 notice puts both requests on the Nov. 12 agenda. It is the first notice in the file that carries the two together 12.
**What happens next**
The Planning Commission makes a recommendation on a zoning map amendment; the City Council decides it. No council hearing on 12430 S. 700 East had been noticed as of Oct. 29, and the commission's public-notice listing for that date carried no later item for the property 12. Questions on the application go to DeHaven at (801) 576-6391 1.
