Riverton's Oct. 20 agenda: two code hearings, a skate park design contract and a leak-detection purchase

Riverton's council holds public hearings Oct. 20 on two code changes the city has carried since the spring — its table of commercial uses and its window-signage rules.

RIVERTON — The Riverton City Council will hold public hearings on two amendments to its land-use code at its meeting on Tuesday, Oct. 20, both of them city-initiated and both of them already through the Planning Commission this year 1 2.

The hearings are part of a council meeting that begins at 7 p.m. in the Riverton City Municipal Building at 12830 South Redwood Road, after a 4:30 p.m. work session and a 6:15 p.m. informal Mayor and Council meeting 2. The first amendment, Ordinance No. 26-21, updates and amends Section 18.90, the "Table of Commercial Uses." The second, Ordinance No. 26-19, amends Riverton Sign Code Sections 18.150.040, .090 and .120, which regulate window signs and coverings 1. The city's public notice for the meeting states that written comment may be submitted to planning@rivertonutah.gov or by phone to 801-208-3149, that all comments submitted before 5 p.m. on the date of the hearing will be relayed to the council, that a staff report will be available for public review through the city website before the meeting, and that audio and video will be broadcast live 1.

The window-signage amendment has been before the council twice already. It was listed there on July 21, 2026 as Ordinance No. 26-18, where the minutes record that "the Planning Commission recommended approval of the ordinance amendments" and that Councilmember Pierucci moved to table it to the Aug. 4 meeting; the motion passed unanimously 4. It returned Aug. 4 as Ordinance No. 26-19 and was presented for discussion only: Development Services Director Jason Lethbridge told the council the changes would define window signs, distinguish window tinting from signage, continue to allow signage on up to 50% of an individual window while limiting window signage to 30% of a building's overall surface area, and that the Planning Commission "had forwarded the proposed amendment in its current form" 5. Council members questioned whether restrictions beyond public safety considerations were necessary, and some supported repealing the restrictions entirely; the director said he would prepare an alternative ordinance repealing the window-signage restrictions so the council could consider both options, and that both would be presented at the next meeting 5. The Oct. 20 agenda lists the amendment, Ordinance No. 26-19, and no repeal ordinance 2.

The Table of Commercial Uses reached the Planning Commission on March 12, 2026 as application PLZ-26-5001. The minutes record a public hearing at which there were no comments, and a motion to recommend approval of an amendment to Section 18.90.010 with the changes described in the staff report, which passed with unanimous consent of the commission 3. Those changes add a "Churches, Religious and Cultural Buildings" land use category, make "Bed and Breakfast" not permitted in commercial zones, remove four retail sub-categories, make "General Retail and Wholesale" a conditional use in the C-N and C-PO zones, and make internal-use manufacturing a conditional use in the C-R zone 3. The city reported that the amendment was required to comply with Utah Code 10-20-507, which now requires the process for evaluating uses not listed in the table to be specified, and that the city's standard process was being codified without changes to the process itself 3.

Two decisions sit elsewhere on the agenda. Resolution No. 26-51 would approve a contract with American Ramp Company in the amount of $18,000 to provide conceptual skate park designs for Centennial Park and Main Park; Resolution No. 26-50 would authorize a purchase order contract to Asterra for satellite water leak detection and infrastructure condition assessment 2. The work session takes three items: the traffic committee process with City Engineer Matt Cassel, an administrative law judge discussion with City Attorney Ryan Carter and City Manager Kevin Hicks, and a fee schedule discussion 2. The council meeting also carries presentations of the Riverton City Choice Awards for Excellence in Education, by Councilmember McDougal, and a Riverton Police Department presentation by Chief Taylor 2.

The agenda lists the meetings that follow Oct. 20 as Nov. 17, Dec. 1 and Dec. 15, 2026 and Jan. 5, 2027, each a 5 p.m. work session and a 7 p.m. council meeting 2. City Recorder Jamie Larsen certified that the agenda was emailed to the Salt Lake Tribune, Deseret News and the Riverton Journal at least 24 hours before the meeting and posted at City Hall, on the city's website and on the Utah Public Notice Website 2.

The hearings follow the commission's own fall docket. On Oct. 8 the Planning Commission heard an amendment to Title 18 on residential facilities, a conditional use for a home occupation making wood crafts from a garage on West Roy Lane, a Walmart site plan amendment adding electric vehicle charging stations at 1202 West 12600 South, and a rezone of 3.96 acres at 12007 South Reeves Lane from A-5 to R-3 6. The commission meets again Oct. 22 on a fencing amendment to Title 18, changes to the transportation element of the general plan, a Burger King site plan amendment at 3813 West 13400 South and a conditional use for an in-home daycare at 3568 West New Private Drive 6. The fencing and transportation applications are the city's own, numbered PLZ-26-5010 and PLZ-26-5009 6.
