Concord Farm Lane: Draper planners to weigh a four-lot addition and an RA1-to-RM1 rezone Nov. 12

Four lots would be added to Draper's eight-home Concord Farm Lane subdivision north of a planned shopping center, with the land rezoned from 40,000-square-foot minimum lots to multi-family at up to 8 units an acre.

Automated reporting, from the sources cited below. How this paper is made.

DRAPER — The Draper Planning Commission has set a Nov. 12, 2026, public hearing on three related requests for property at approximately 13720 S. 300 East: a zoning map amendment, a land use map amendment, and an amendment to the development agreement for the Concord Farm Lane subdivision 12.

The hearing begins at 6:30 p.m. in the City Council Chambers at Draper City Hall, 1020 E. Pioneer Road. The notice is dated Oct. 29, 2026, and is attested by City Recorder Nicole Smedley 13.

**What the three requests would do**

The zoning map amendment would move the property from RA1, Residential Agricultural with a 40,000-square-foot lot minimum, to RM1, Multi-family Residential at up to eight dwelling units per acre 1.

The land use map amendment would change the designation from Residential Low/Medium Density to Residential Medium/High Density 1.

The development agreement amendment would "incorporate the four proposed lots into the existing Concord Farm Lane subdivision" 1. The notice does not state the size of the property, the size of the four lots, or the standards the amended agreement would set 1.

**Who is asking, and what stands beside it**

The commission's own minutes give the application a context the notice does not. At the Sept. 24, 2026 meeting, Greg Wall spoke on behalf of Landex Development, at 134 West 13100 South, which "built the eight homes in the Concord Farm Lane subdivision to the north and had submitted an application for four additional lots" 4.

He spoke in support of a separate shopping-center site plan to the south, and asked the city to ensure the approved plans matched that project's development agreement, including an eight-foot precast concrete wall and denser landscaping to buffer the new homes from the shopping center. He also asked that the property be graded away from the homes and toward the detention basins, and said he preferred wall-pack lighting to a tall streetlight near the homes 4.

The same Sept. 24 hearing drew residents of Concord Farm Lane and nearby streets on that shopping center. A resident of Concord Farm Lane raised the lighting plans and asked about lighting for future phases, the commission's minutes record 4. A resident of Sher Lane asked for an update on a promised signal at 13800 South and 300 East and raised lighting and noise, saying residents had asked for an existing six-foot fence to be raised to eight feet and had not heard back 4. Another Sher Lane resident asked about a detention pond that filled in a recent storm and about the HAWK crossing referenced in the development agreement 4. Those comments were about the shopping center, not the four-lot requests.

The city's posted notices and agendas reviewed for this story do not record an earlier hearing on the four-lot requests. The Oct. 29 notice sets Nov. 12 as the commission's hearing on them 12.

**What happens next**

The Planning Commission makes a recommendation on a zoning map and land use map amendment; the City Council decides them. No council hearing on the Concord Farm Lane requests had been noticed as of Oct. 29, and the commission's public-notice listing for that date carried no later item for the property 12.
